PUBLIC NOTICE

NATCHEZ U.S. COLORED TROOPS MONUMENT PARK & REVELS PLAZA/MLK TRIANGLE DRAINAGE IMPROVEMENTS
DEPARTMENT OF HOUSING & URBAN DEVELOPMENT
COMMUNITY PROJECT FUNDING

The City of Natchez, Mississippi will receive bids for this Community Project Fund Project (CPF #B-24-CP-MS-1280) no later than 10:00 A.M. on Thursday, June 25, 2026, in the office of the City Clerk, 124 South Pearl Street, Natchez, MS 39120 at which time said bids will be publicly opened, read aloud and thereafter taken under advisement until the next meeting of the Natchez Mayor and Board of Aldermen.
The City of Natchez is in receipt of and will utilize monies received from the Department of Housing and Urban Development (HUD) to complete this Community Project Fund (CPF) grant. The scope of work shall consist of earthwork, drainage, and erosion control; lighting/electrical including accent lighting, router, and security camera; monument base including structural concrete, rebar, and veneer items; concrete sidewalk and brick pavers; landscape and irrigation. This general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein. The contract time for this project is 150 calendar days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders must register with the designated website as a plan holder. All plan holders are required to have a valid email address for registration. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. All bid documents must be purchased through the website. The cost of bid documents is non-refundable. A Pre-Bid Conference will not be held.
Bid Bond Security/Guarantee in the amount of 5% of total bid will be required in Contracts exceeding $25,000. One hundred percent (100%) Performance and Payment Bond will be required. Licensing and other certification of qualifications will be required as specified in the contract documents. Where applicable, the foregoing certificate number must be indicated on the exterior of the sealed bid envelope before it is opened.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
State law requires a non-resident bidder to attach/include a copy of his resident state’s current law pertaining to such state’s treatment of non-resident contractors with their bid. Any bid submitted by a non-resident contractor which does not include the non-resident contractor’s current state law shall be rejected and not considered for award.
Bids may be withheld by the Owner for a period not to exceed forty-five (45) days from the date of the opening of the bids for the purpose of bid review and investigation of the bidder’s qualifications, prior to acceptance of bid and award of the contract.
Bids for this work will be accepted only under the name of the Bidder to whom the Contract Documents and Addenda, if any, have been issued by the Engineer. Bids received by bidders to whom the Contract Documents were not issued by the Engineer will be returned unopened.
The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructure project. This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 2014 (H.R. 3547); therefore, this project must comply with American Iron and Steel Requirements of the Act. Davis Bacon wage rates do not apply to this project.
The City of Natchez reserves the right to reject any and all bids, to waive any informalities, to negotiate with the lowest and best bidder to reduce the bid price to come within the funds allocated for the work, to reduce the job in order to stay within available funding or as desirable in the discretion of the Board of Aldermen, and to accept bids by classes and/or groups, if applicable, all as set forth and in accordance with applicable laws, regulations, and ordinances.
